All muscles in your body have a resting length tension relationship. Essentially, if muscle fibers are too short, they won't be able to generate as much force. The same goes if they are too long. When muscle fibers in your body are at an optimal length tension relationship at rest, they will be best able to produce the most force. This means when you have an optimal length tension relationship in the muscles of your body that you will be at your strongest.
In terms of real life examples, certain muscles can be tight and weak at the same time. This may seem strange, as many people think that if a muscle is too tight that it is likely to be strong. This isn't true though. Not only does this tightness cause more weakness, but if one doesn't workout, the muscle will tend to be weaker as well. The abs and hamstrings are two examples of muscles that can tend to be both tight and weak.
Regarding the abs, if you never stretch or exercise and especially if you slouch in your chair a lot, they can be weak and tight. So you will want to stretch and strengthen your abs, not only to have a stronger core, but also to prevent potential bad posture and other problems. Regarding your hamstrings, you will want to strengthen and stretch them, as they can get tight from sitting too much and weak from not working out.
On the other hand, certain muscles may be too stretched in your body. Because many of us may sit a lot and be in rounded shoulder posture, our upper back muscles may be too lengthened. So in this case, it may be a better idea to simply strengthen them and tighten up those muscles. This will bring your body into more optimal posture.
