Within the Tools panel, click and hold on the Line Segment Tool to reveal the Polar Grid Tool.
If the Polar Grid Tool is not visible, choose the following...
Window - Toolbars - Advanced
Clicking on the Artboard brings up the Polar Grid Tool Options dialog box. While there are a range of values that can be altered, generally only the number of Concentric Dividers and Radial Dividers need to be set. However, these values can be altered via the keyboard when drawing.
Having clicked and dragged without yet releasing the mouse, tap the right arrow to increase the number of Radial Dividers and the left arrow to reduce them. This value can be reduced all the way down to zero.
Having clicked and dragged without yet releasing the mouse, tap the up arrow to increase the number of Concentric Dividers (circles) and the down arrow to reduce them.
Holding down the Shift key when releasing the mouse creates perfect circles.
What is created will be grouped, likely multiple times. Right mouse click and choose Ungroup, as many times as needed.
If using the dialog box, hold down the Alt or the Option key and the Cancel button will turn into a Reset button.
