Snipping and Recording Tool - Windows 11 Beta builds 22623.1245 + 22621.1245 and what's new

Build 2262x.1245 is here, with basically no new features.

Snipping Tool screen recording is now rolling out to Beta Channel Insiders though, and you can check for an app update from the Microsoft Store.

There are also some minor improvements and bugfixes.
