Windows 11 Dev build 23419 and what's new - Welcome Home!

The rebooted Dev Channel finally gets another build - 23419!

A notable hidden feature is present in this build: an XAML based File Explorer home page, part of the redesign (41076133, requires 38664959, 40729001, 42105254, 42295138). It has some nice animations but is very incomplete. Another incomplete hidden feature is a permanent notification counter and the ability to hide the date and time on the taskbar (41437381 - both related) - these are force disabled so ViVeTool can't help much.

As for other features we have a new clickable Bing AI button in taskbar search (43349158, 43572857), the official rollout of the new 'For you' name for the Start menu recommended section, some hidden new Start menu settings (41981645, 42905461) and more.
