Why did Williams sign Alex Albon for the 2022 F1 season?

Alex Albon will be joining Williams and returning to Formula 1 in 2022, leaving the Red Bull family, for now. This was surprising because Williams are powered by Mercedes engines, who had lined up Nyck De Vries to replace George Russell.
So why would Williams risk upsetting their engine supplier, and does it have anything to do with the rumours that a Volkswagen brand could join F1 in the future?
