The next stimulus outline is called the HEALS Act. (Health, Economic Assistance, Liability, Protection & Schools Act)

Will we see another stimulus check?
Republican lawmakers want to send another round of stimulus checks to American households to help them weather the economic impact of the coronavirus pandemic. The checks would be similar in amount to the first round, but not as generous as the package proposed by Democrats in May.

How will you be eligible?
To be eligible for the full amount, you’ll need to earn $75,000 or less as a single filer, or less than $150,000 as a married couple - and every $100 you make over that amount reduces your payout by $5. You’ll also receive an extra $500 per dependent.

Will we see an unemployment extension?
The HEALS Act plan continues unemployment benefits, but they’ll be reduced from $600 per down to $200 per week through September. Then states will replace the unemployment maximum at 70% of a worker's previous pay - meaning, anyone claiming unemployment benefits won’t be making more money than they’ve made from their job, and they’ll now be making almost a third less until they get back to work.

Will we see another PPP loan?
The Heals Act would allow firms to take a second PPP loan, provide an additional $190 billion in funding for the program, and would make several program changes simplifying the PPP process. However, Senate Republicans would only allow a narrow set of firms to apply for a second PPP loan. Such as limiting it to companies with 300 or fewer employees who have seen a quarterly revenue loss of more than 50%.

What else is in the Heals Act?
It would also shield business businesses, doctors, and schools from lawsuits. Provide $105 billion towards helping schools reopen, and $30 billion of that would be allocated towards Colleges. It also includes another $16 billion to increase testing and another $26 billion towards new developments and treatments. And it comes with a few other little benefits such as 100% tax write off of business meals. Currently, it is only 50%.

Okay so how soon could we see this?
It’s a little unclear, exactly. We know that they’re PUSHING for a finalized bill to be put into effect by August 7th. Because after that they will be in recess until Sept 7th. If it gets passed before then, we will hopefully see checks in early August.

But for now, everything is up for negation. These are just talking points. There is going to be a lot of things coming this week. But the goods news is we are getting closer. And it almost looks guaranteed to happen.
