901 Animals Thank YOU! Armstrong County, PA Humane Program

Because of community support, in 2022 Armstrong County's two humane police officers (HPOs) investigated 102 cases across the county’s 664 square miles; saw 901 animals: 256 dogs, 240 cats, 201 fowl (100 roosters, 57 chickens, 44 ducks), 39 equine (21 minis, 11 horses, 7 donkeys), 49 sheep, 35 cattle, 34 goats, 25 rabbits, 13 ferrets, 6 gerbils, 2 pigs, 1 gecko; filed 138 charges against 19 individuals including 2 felonies, 53 misdemeanors and 83 summaries.

Armstrong County has two HPOs: Chris Jirak O’Donnell and Amber Phillips. Both are unpaid volunteers, covering expenses out of their own pockets. Some expenses are reimbursed through the new Cash per Case Program.

HIGHLIGHTS

May 24: Ford City Lions Club raised more than $1,700 to purchase bullet-proof vests for Armstrong County's two HPOs.

June 14: More than 30 cats were found abandoned at a trailer in Cowanshannock Township. It took several months to trap, spay and neuter and provide medical care, and place all cats. The suspects did not appear for their preliminary hearing and have disappeared.

July 17: Humane Animal Allies was officially announced. HAA is a non-profit, 501(c)(3) organization created to support Armstrong County's Humane Program and HPOs. Its mission is promoting respect and compassion for all living creatures in the hearts and minds of those in our community.

Sept. 6: Keri Beth Wolfe of New Bethlehem, PA was sentenced to one to five years in a state correctional facility for a felony aggravated cruelty to animals, misdemeanor cruelty to animal and neglect of animal charges, and prohibition of owning animals. On March 22, 2021 a search warrant was served at Wolfe’s Templeton house where 23 deceased animals were discovered: 7 rabbits, 5 dogs, 5 cats and kittens, 3 chickens, 2 ducks, and 1 pot-bellied pig.

Sept. 25: A SUV was donated to the humane program through the generosity of Animal Friends, the Ramage Family Trust, the ACMH Medical Staff Foundation, the Armstrong County Community Foundation, the Kozakiewicz family fund, and Kay Detrick Owen.

Dec. 24: Cooper, the Chocolate Lab that had been abandoned on the side of a dirt road in Plum Creek Township Nov. 17, was captured and arrived at Orphans of the Storm for a real-life Christmas miracle!

Humane Animal Allies (HAA) is a nonprofit organization dedicated to the humane treatment of animals in Armstrong County. The organization supports county humane police officers (HPOs); partner with Pennsylvania and national organizations and rescues; and educate the community about humane care of animals and the laws.
