Why did NEW CALEDONIA reject INDEPENDENCE (again)?

On 4 October 2020, the South Pacific territory of New Caledonia held a referendum on independence from France. It was the second such vote in under two years. Once again, voters decided not to pursue independent statehood. However, this is far from the end of the story. As I explain, there is every chance there will be yet another another vote two years from now.

Hello and welcome! My name is James Ker-Lindsay. Thanks for joining me to take an informed look at International Relations with a particular focus on territorial conflicts, secession, independence movements and new countries.

New Caledonia is just one of two French colonies on the United Nations list of non-self-governing territories. However, it is proving to be reluctant to embrace independence. While the Melanesian Kanak community, who make up 40% of the territory's 270,000 inhabitants, are strongly in favour of statehood and waged a long independence campaign, the remaining 60%, made up of mainly French Europeans and settlers from the Polynesian islands, are against statehood. However, a referendum held in 2018 proved to be far closer than anyone expected. Likewise, the vote in 2020 showed the gap to be narrowing. This sets the stage for a third referendum in 2022. While this may see a vote for statehood, a bigger question emerges if it doesn't. Under a 1998 peace deal - the Nouméa Accord - the territory is allowed three votes on independence before further consultations are required. What this means in real terms is unclear.
