Sugar wasn’t originally sold granulated form as we see it today.

From the time sugar was first imported into England through much of the 1800s, it was sold in large cones called sugarloafs or sugar cones.

When they wanted sugar, they would chisel some off the cone and then use sugar nips (which were basically like chunky pliers) to break those into smaller chunks. In formal settings, they had smaller and super fancy sugar nips for the hostess to use and break them into smaller chunks, if needed, but mostly used them to serve the sugar. Eventually, those styles evolved into the sugar tongs we still see with tea settings.
