Public Business From The Floor High School Speech Contest
The right to petition your government is guaranteed by the U.S. Constitution. The right to speak during public meetings of local government agencies is established by the California Brown Act. For National County Government Month in April, the Sutter County Board of Supervisors created a new speech contest on April 29, 2015, during which local high school students had three minutes to address the Board on topics of public interest, including library funding, roads, preservation of agricultural land, the response to the California drought, a proposal to regulate e-cigarettes, the separation of church and state, abuses in the welfare system, and abuses in the foster care system. The Board invited students from seven area high schools, and a dozen showed up to have their say.
