CRHnews - 'Heartless and Artless' City Council slaps ASBO on 'Pavement Picasso'

Essex Police and Chelmsford City Council have just handed (16.3.2018) an Anti Social Behaviour Order warning to the county's 'Michael-angelo'.

Dubbed by CRHnews as 'The #Pavement #Picasso' #rough-sleeping Michael, aged 49, now awaits his fate on the streets of Chelmsford.

Michael was handed the written warning, on a sheet of paper bearing the logos of Essex Police and Chelmsford City Council on the moaning of March 16, 2018, by a council employee.

Here Michael speaks exclusively to CRHnews about his struggle for survival, his sucide thoughts the night BEFORE receiving the warning that he could be fined £2,500 and have all his meagre possessions taken away from him, and, his belief in a Higher Power.

A homeless man who uses chalk to draw on pavements has claimed he has received a written warning from Chelmsford City Council.

Homeless Michael, who is known in both Colchester and Chelmsford, received a Community Protection Notice - much like the former Anti-Social Behaviour Orders (ASBOs) - on the morning of Friday, March 16.

The council did not issue the warning because of his chalk drawings, but he has reportedly since left the city because he can't collect money for them.

Michael also claims he is not the only homeless person who has received a warning.

In the above video by CRH News, Michael describes his experience of being homeless and the impact the order will have on him.

Michael, who did not wish for his face to be shown, claimed: "I got a notice from the council saying I'm not allowed to collect money for my pictures.

"I don't get benefits, I've got no other source of income and they're trying to stop me from surviving."

It is not the first time Michael has received a warning.

He said he was issued with one in Colchester a few years ago - where it is believed he is now sleeping
