Lorna Slater grilled as Greens MSP accused of making scrutiny of bill 'pretty well impossible'

Lorna Slater was asked several times why she had 10 out of 10 confidence in her financial memorandum when other witnesses gave it 4 or 5 out of 10.

Ms Slater seemed to blame it on a lack of understanding by other parties.

Tory Liz Smith, who was grilling The Scottish Greens MSP couldn't seem to get a satisfactory answer and ended up asking: 'Do you accept that, because that detail is not there, our job is pretty well impossible?'

Ms Slater replied: 'That is not really the nature of the enabling bill'

Circular economy minister Lorna Slater appeared before the Finance and Public Administration Committee, which is scrutinising the financial memorandum (FM) attached to The Circular Economy (Scotland) Bill.

The Bill would impose the charges, as well as banning the disposal of unsold consumer goods and setting local recycling targets, but many of its provisions will be subject to co-design after the legislation – which is described as a “framework” – has been passed.
