Italy Wants EU Defence Billions — But Is It About to Walk Away?
Italy finds itself at the centre of a growing tension between European defence ambitions and domestic economic pressures.
Defence Minister Guido Crosetto told parliament on Wednesday that accessing the EU's SAFE fund — the Security Action for Europe instrument — is "absolutely essential" for Italy to meet its NATO spending commitments. The fund is a joint EU borrowing scheme designed to help member states boost their military capabilities.
However, Prime Minister Giorgia Meloni has taken a sharply different tone. She recently stated it would be difficult to justify SAFE loans to Italian voters unless the EU grants additional budget flexibility to offset rising energy costs — costs linked to the ongoing conflict involving Iran in the Middle East.
Italy warned last month it may struggle to honour its defence spending pledges due to the economic strain of surging energy prices. Rome is seeking over €30 billion ($34.8 billion) in fiscal space to support businesses and households affected by the energy crisis.
The EU has so far rejected these demands, insisting member states use existing tools and resources to manage the economic fallout.
Defence Minister Crosetto acknowledged the difficult position of Economy Minister Giancarlo Giorgetti, who needs greater budget leeway from Brussels. Crosetto added that Europe must act faster than its bureaucracy typically allows to protect its industry, economy, and citizens.
The standoff reveals a broader challenge facing the EU: balancing urgent rearmament goals with the economic realities of its most indebted major members.
