Tech wars... how tech disputes are becoming trade wars. With Rishi Goyal (IMF) and John Thornhill (Financial Times)
Why you should watch: Earlier this year, Rishi Goyal and Daniel Garcia-Macia published a report, summarized in the IMF's F&D journal, focusing on how tech issues have come to dominate the trade debate, and suggesting that 'absent multilateral cooperation, the global digital economy could splinter, and everyone would pay'. They used this as a call for a new 'Bretton Woods moment' and for the creation of a new Digital Stability Board. John Thornhill, at the FT, picked up on this, and wrote an article for the paper at the end of April, which warned that 'analogue sovereignty' may be over, and that Big Tech is starting to look a lot like a private government. These are important issues, with profound consequences for international cooperation - and for US-Chinese relations in particular.

Rishi Goyal is the assistant director in the IMF's Western Hemisphere Department. He was previously chief of the Fund's teams for Mexico, Italy and Greece, and has written extensively on technological and economic decoupling. He has a PhD from Stanford.
John Thornhill is Innovation Editor at the Financial Times, writing a weekly column on the impact of technology. He is also founder and editorial director at Sifted, and founder of FT Forums. He is a former deputy editor of the newspaper, as well as Europe editor, news editor, Paris bureau chief, Asia editor etc. He is also a director of the Ada Lovelace Institute. He was educated at Oxford and LSE.
