Then he notices the flat tire but not the fact that his calipers were seized and then drove the car to the shop for a flat repair. Even if it was not seized up , driving a couple of Kilometers would surely destroy the tire."

1:34 Pretty scary that this vehicle is being used for a taxi. Mechanic said, it needed new lower control arms, struts, cv axles, spindles, wheel bearing assembly's, brakes (rotors, pads + caliper brackets), tires, headlight and I think that's it lol.
2:00 You can't repair the sidewall of a tire, and should not. Also that patch has to be installed inside of the tire, not the outside.
