Catch-all offenses in the California penal code, are offenses that criminalize a number of different activities. California Penal Code 647 PC: Disorderly Conduct is one such example of a catch-all offense. 647 PC criminalizes the following activities:

1.) Lewd conduct in public, which is the unwanted touching of someone else's private parts in public.

2.) Solicitation of prostitution. This is when a "john" (the buyer) asks a prostitute for sexual acts in exchange for money or valuables.

3.) Panhandling, which is begging for money in public.

4.) Squatting, which is the occupation of an uninhabited building or land without permission.

5.) Public intoxication.

6.) Loitering, which is the act of remaining in a specific public place for a prolonged amount of time without any obvious purpose.

7.) Peeking while loitering, which is the act of looking into someone's home through the door or window, while lingering on their private property, without a legitimate purpose for being there. This is commonly called the "peeping tom" law.

8.) Criminal invasion of privacy, which is when someone takes photos and/or videos of someone inside their home, without their knowledge or consent, when there is an expectation of privacy, such as in the bathroom.

Or 9.) California's revenge porn law, which is a law intended to stop the unwanted posting of intimate photos on websites or social media.

If convicted of California Penal Code 647 PC, it is a misdemeanor. It normally does not carry any jail time, but it still shows up on someone's criminal record, and can lead to difficult questions from potential employers, and may make it almost impossible to get a good job.

However not everyone charged with this offense is guilty of the crime. False allegations and mistaken identity are quite common for 647 PC charges. And police have a history of targeting marginalized groups such as homosexuals and minorities, and charging them with a 647 PC offense. If the police for instance approached a gay man in a park and encouraged him to touch the officer in a private part of the body, and then arrested and charged that person with lewd conduct in public, that would be an example of entrapment. And if the police arrested the suspect or found crucial evidence without a proper search warrant or probable cause, then that is a violation of the protections given to every citizen by the U.S. constitution, and a skilled and experienced criminal defense attorney could get the evidence thrown out, and the case dismissed.
