Breonna Taylor Case: Grand Jury Secrecy Breeds Distrust, Need for Reform

The Breonna Taylor case highlights the need for reform of our country's grand jury practices. I spent decades appearing before grand juries. Grand jury secrecy rules are important to protect both those being investigated and the witnesses who appear before the grand jury. However, when it comes to investigations of allegations of police excessive force, secrecy breeds distrust. Confidence in the outcome of such investigations requires transparency.

Here is a roadmap to imminently doable reforms that would promote transparency in the process and hence confidence in the outcome.
