Nagorno-Karabakh: Russian peacekeepers establish humanitarian response centre in Stepanakert

Russia's Defence Ministry said on Monday that its peacekeepers in Stepanakert have started setting up a humanitarian response centre to help people displaced by the Nagorno-Karabakh conflict.
Deputy commander of the Russian peacekeeping force in Nagorno-Karabakh, Alexei Polukhovich, explained that the centre was created to secure the Lachin Corridor in accordance with the agreement between Russia, Armenia and Azerbaijan.
"The bodies of the dead are now being exchanged, the road is being cleared of explosive unexploded ammunition and the road is being prepared for the refugees returning who wish to come back to Stepanakert," said the commander.
Stepanakert resident Natalia Petrosyan said the Russian peacekeepers' presence had already improved the locals' lives.
“There are several changes: street lighting and traffic lights working, shops opening, our people and coming back. They have hope because you [peacekeepers] are here, and everything is going to be fine. I went to the store just now and got some food. We believe that everything is going to be fine,” she said.
Under the Russian-brokered agreement between Azerbaijan and Armenia to cease fighting in Nagorno-Karabakh, a total of 1,960 Russian peacekeepers, 90 armoured personnel carriers, and 380 units of other vehicles and special equipment will be deployed in the disputed region.
The agreement also sees Azerbaijan obtaining control of the territory it has taken in the most recent fighting, and Armenia relinquishing control of further areas it has held since the Nagorno-Karabakh War in the 1990s.
