Contact Form 7 is one of the most popular form plugins on Wordpress. However, the built-in functionality within Google Tag Manager cannot track it out of the box. You need to do some tweaks first (create a listener, trigger, etc.).

Once you do that, tracking Contact Form 7 will be easy peasy.
