'Rack Man': the cold case of the man tied to a steel cross

When a fishing crew came across some wreckage they didn't think much of it, but tied securely to a steel welded cross with wire and ropes was the unidentified body of a man. With no identification on him, the mysterious man was nicknamed 'Rack Man'. Over 25 years would go by before the Rack Man's identity would be confirmed, solving part of the case. However, the story of how he ended up tied to a cross in the bottom of a river still remains a mystery, making this, an unsolved cold case.
