U.S. President Joe Biden addressed the nation on Thursday on the one-year anniversary that the World Health Organization (WHO) declared the COVID-19 outbreak a global pandemic, promising light at the end of the tunnel.

He reflected on the losses Americans have suffered, from loved ones to jobs to education, Biden said people have lost many things and in some cases, "a loss of control and maybe worst of all, a loss of hope." "It's the details of life that matter the most and we miss those details, the big details and the small moments," he said.

The president used the primetime address to announce his plan to make all adults vaccine-eligible by May 1 and "begin to mark our independence from this virus" by the Fourth of July.

Earlier on Thursday, Biden signed his first major piece of legislation, the "American Rescue Plan," which passed the House and Senate in the past week. The US$1.9 trillion plan will see stimulus cheques sent out to millions of Americans, dependent on household income, and includes funding for vaccine delivery, schools to assist with safe re-openings, and aid to state and local governments.

Through the plan, and with a previous announcement of vaccinating teachers and other school staff, Biden also said he planned to open a majority of kindergarten through Grade 8 schools within the first 100 days in office.

As of Thursday, more than 29 million Americans have been infected by COVID-19 and more than 527,000 people have died.
