Leaving Dubai during COVID-19: Travel procedures for Dubai Residents

After creating a few videos to explain the procedures and updates for tourists and residents arriving to Dubai, I received many questions and requests to create one explaining the procedures for Dubai residents prior to travels out of Dubai.

***IMPORTANT*** Given that procedures are subject to change, please feel free to drop a question / comment down below closer to your date of travel. You may also consult official sites such as the Emirates site.

Below are the steps explained on the video and related links for your reference:

1) Check the requirements of the country you wish to travel to.
There is a comprehensive travel support hub on the emirates website carrying all the detailed and updated info: https://www.emirates.com/ae/english/help/covid-19/travel-requirements-by-destination/

2) Apply for a return permit with GDRFAD.
While most guides will say that you must apply before retuning, I personally recommend that you apply BEFORE you leave Dubai. I've heard of many cases of people getting their permit rejected while applying from outside the country and they had to change their travel plans / incur extra costs (hotel etc). Here is the link for the GDRFA application portal: https://smart.gdrfad.gov.ae/Smart_OTCServicesPortal/ReturnPermitService.aspx .
On the first page of the application you must provide your Resident number, which is NOT your Emirates ID - You find that number on your Dubai residence visa page. You also need to fill in you country of origin and year of birth. That will allow the system to find your profile.
On the second page you will need to say which country you intend to fly from as well as by which port (airport) you plan to enter through when you arrive back in Dubai (in most cases this is DXB airport).
On the third and final page, you must attach copies of your documents. Scan and upload each document separately including: Passport photo page, Visa page, Emirates ID front and Emirates ID back.
This will generate an email confirming you have applied. In all three times which I have applied since July, I received approval instantly!

3) Buy your ticket! yoohoo!
If you are purchasing a ticket with Emirates, there is a field for you to insert your GDRFA application number.

4) Go do your PCR, if you need to!
Not all countries require a PCR, so double check those requirements on the link on step 1.
If you do need one, make use of the discounted rates that Emirates passengers and Dubai residents have.
Any Emirates passenger (resident or not) is entitled to a discounted rate of AED 150 per test at any American Hospital branch or clinic. You must present your Emirates ticket.
Also, all government hospitals operated by DHA offered that same rate - all you need to do is show your Emirates ID.

5) Go Flying!!!
It's fun time! Relax... from my experience, airports and planes are as safe and controlled as hospitals during our times. So my only advice would be to ensure you carry any documentation with you readily available as you may be asked at different points of the journey (check in, boarding and arrival). Also, dont forget your mask - you will have to wear it throughout the entire journey!
