Downloaded from Twitter, is a clip of a female interviewer molesting unsuspecting men to see if 'they' approve. The 'cheeky' interviewer pinches butt, asks direct questions and finds out a man does not think a woman is equal to a man.

More than likely sourced from a British Pathe newsreel, but I could be wrong.
