Heroic off-duty deputy on way home from work spots fire and evacuates apartment building

Newly-released video shows the quick actions of a King County Sheriff's Office deputy whose quick actions likely prevented an apartment fire from being substantially worse.

Deputy Carlos Raya, who is assigned to Burien Police, was driving home from work on May 20 when he spotted a column of black smoke coming from an apartment complex on International Blvd in the city of SeaTac.

Raya pulled into the parking lot and saw flames shooting from the deck of an apartment, along with a woman standing outside.

"I asked her, 'How long has this been going on?'" Raya said. "She said, 'Five, 10 minutes, I don't know.' We had a fire going, and nobody was out of the building except her?"

Nobody had called 911 yet. Raya alerted dispatchers to the situation, then went inside to start evacuating residents as the fire spread.
