Vehicle Code 13004 VC makes it a crime to unlawfully use ID cards in California. Sometimes the crime is written as 13004 VC or 13004 CVC. This crime occurs when a person uses someone else's identification or driver's license to get into a club or bar, or to buy beer or other alcohol at a grocery store or from a bartender. Someone also commits this crime if they loan out their ID for their younger brother or sister to use, or any other person besides themselves.
Although 13004 VC is not a serious crime, it is still a misdemeanor that can lead to probation, fines, and in serious cases possibly jail time.
However just because the police find a fake ID on someone and charge them with this crime, does not mean they are guilty. Firstly the police may have violated your rights and searched you illegally to discover the fake ID. But there are many situations where possessing a fake ID is not necessarily a crime. For instance you may have a fake ID that was just for fun, such as a Mickey Mouse club ID. Or you may not have even realized the ID was fake. If you had no intention to use the fake ID fraudulently then you are not guilty of 13004 VC.
