BMW E39 Faulty Viscous Clutch / Fan Coupling

My e39 gets very noisy when revving on cold engine, also as you can see can't stop the fan from spinning when idling on cold engine. Also got low engine Coolant temp for most of the time temp gauge hardly ever reaches normal operating temp & fuel economy dropped to 10-14mpg. I reckon replacing viscous fan clutch should solve the problem but if you've ever had similar problem please share in comments. I'll really appreciate every feedback or suggestion.
