After nearly nine months of mostly stalled negotiations and bickering, Democratic and Republican congressional leaders have finally reached an agreement on another sweeping relief package.

Mr. McConnell announced on the Senate floor, “For the information of all senators and more importantly for the American people, we can finally report what our nation has needed to hear for a very long time: More help is on the way.”

The exact details of what was in the bill and when Congress would vote was not immediately clear, and whether it will happen in time to avoid the government shutting down remains unknown.

House Speaker Nancy Pelosi still wants a vote Sunday night, as does Senate Minority Leader Chuck Schumer, but Republicans believe another stopgap measure will be needed to avoid a midnight shutdown and they should vote Monday instead.

The agreement ends months of wrangling between Republicans and Democrats over the type and size of legislation to help the nation.

Meanwhile, this $900 billion stimulus bill includes another round of direct payments to most Americans, this time worth only $600 instead of the $1,200 taxpayers received in the spring.

It also would extend two federal unemployment programs that expanded and extended regular benefits and would have lapsed next week without action by Congress.

A sizable amount of the bill is dedicated to small-business aid including repurposed funding for the Paycheck Protection Program, a forgivable loan program that business owners can apply for to cover payroll and operational costs.

The legislation also contains a number of other provisions, including food aid, funding to help schools reopen, money to facilitate vaccine distribution, and aid for airlines, which would be required to bring furloughed employees back.

And finally, the big question when can you expect your check?

If Congress can pass the new COVID rescue package quickly and get it signed by outgoing President Donald Trump before Christmas, the money could start flowing shortly after New Year's, allowing for holiday season absences at the IRS.

Treasury Secretary Steve Mnuchin told reports in August that payments could start going out a week after a new bill is signed.

He stated, “I can get out 50 million payments really quickly, a lot of it into people’s direct accounts.”

The first recipients would be taxpayers whose bank information is already on file with the tax agency, including those who received their last stimulus payment by direct deposit.

Now we just wait for all members of Congress to vote this in and for the President to sign off.

The House of Representatives will vote soon today.
