Why the Disconnect Between Tory and Public Interest Issues?

With several Tory MPs vying to replace Boris Johnson, the main topics of conversation have been unachievable tax cuts and even more unachievable breaches of international and domestic law. So why are the Tory candidates talking about things that they can't deliver on and are of lower importance to ordinary voters? Because ordinary voters aren't voting in this competition.
