Ukraine’s Enlargement Path Remains Merit-Based — But Europe Is Rethinking the Process!
An EU spokesperson in Brussels addressed the debate on Ukraine’s next steps toward EU enlargement, stressing that the European Commission continues to follow a merit-based approach while discussions continue on how enlargement can remain effective in today’s geopolitical context.
Speaking during the European Commission midday briefing, the spokesperson said the Commission does not “comment on comments,” but recalled that President Ursula von der Leyen, Commissioner Marta Kos and other EU officials have been raising the broader issue of enlargement for months.
The message was clear: enlargement remains a strategic priority, but the EU is also reflecting on how the process can be adapted to today’s realities.
The spokesperson underlined that the foundation of enlargement remains unchanged: candidate countries must progress based on merit, reforms and fulfilment of criteria. This merit-based approach, they said, is the core principle of the accession process.
At the same time, the EU recognises the wider geopolitical context — especially Russia’s war against Ukraine and the need for the Union to make enlargement “fit for purpose.”
Discussions with Member States are ongoing, including possible reflections on how different approaches could be applied without abandoning the merit-based principle.
The message from Brussels was direct: Ukraine’s European path remains alive, enlargement remains a geopolitical priority, but progress must still be based on reforms, criteria and Member State decisions.
