Von der Leyen’s Tough Message to China: Dialogue Must Deliver and Competition Must Be Fair!

European Commission President Ursula von der Leyen delivered a strong geopolitical message at the EU-Western Balkans Summit in Tivat, Montenegro, addressing both Ukraine and China.

Von der Leyen said no one wants peace more than the people of Ukraine and President Volodymyr Zelenskyy, stressing that Ukraine has the EU’s full support. She then turned to China, underlining the EU’s clear approach: de-risk, not decouple.

Her message was direct: Europe wants dialogue with China, but dialogue must deliver. Europe welcomes competition, but competition must be fair. And Europe wants access to the Chinese market based on real reciprocity for European companies.

Von der Leyen said the EU has a toolkit of instruments, but the order is clear: avoid decoupling, keep dialogue open, protect against unfair competition and make sure market access works both ways. The Tivat summit also took place amid wider EU concerns over Russian and Chinese influence in the Western Balkans, as EU leaders reaffirmed the region’s membership perspective and Montenegro’s possible path to joining the EU by 2028.
