▶ New York City Police Safety Campaign (1916)
Welcome to this rare historical footage documenting a public safety initiative organised by the New York City Police Department in 1916. During this period, New York was a rapidly expanding metropolis where crowded streets, increasing automobile traffic, and dense urban neighbourhoods presented new challenges for public safety.
The campaign was strongly supported by Arthur H. Woods, who served as Police Commissioner from 1914 to 1918. Woods was known as a progressive reformer who believed policing should involve cooperation with the public rather than relying solely on enforcement. His administration emphasised education, prevention, and civic responsibility.
As part of the initiative, the department launched a citywide “safety movement” aimed at teaching residents practical ways to protect lives, property, and personal finances. Police distributed approximately 50,000 window cards to homes and businesses across the city. These visible reminders encouraged citizens to adopt safer daily habits.
In addition, the department printed and circulated 500,000 instructional booklets containing detailed guidance on safety practices, including fire prevention, personal security, and responsible behaviour in crowded streets.
This film captures an early moment in the development of modern community policing, when law enforcement agencies began recognising the importance of public education and civic engagement in maintaining safety in one of the world’s largest cities.
