Tories Have a New Rwanda Plan

Sunak's Rwanda Safety Bill is set to become law in some form next week, we're told. So, presumably, he will be send asylum seekers to Rwanda shortly afterwards. But, if his Rwanda plan is working, why are the government now offering to pay failed asylum seekers thousands of pounds to get on the plane to Rwanda instead?
