Within the framework of this course, I will introduce you to the process of initiative budgeting: what is the mechanism of initiative budgeting, what opportunities does it provide to citizens, how a citizen can participate in this process.
First of all, what is proactive budgeting?
Participatory budgeting is one of the participatory budgeting practices - significant participation of citizens in the budget process. In Uzbekistan, initiative budgeting is a process of self-promotion and selection by citizens of activities (projects) financed from funds to attract budgets.
The practice of participatory budgeting first appeared in the late 1980s, the practice of PB first appeared in Porto Alegre in Brazil. In subsequent years, it actively scaled up first in other Brazilian cities and Latin American countries, and then on different continents. To date, according to the estimates of the compilers of the book “Hope for Democracy. 30 years of PB around the world”, the number of PB practices around the world is a whopping 7000.
In Uzbekistan, the starting point for the development of initiative budgeting was 2019, which introduced the possibility of citizens' participation in the budget process by directing funds from partial use of budgets to finance events formed on the basis of public opinion.

What is the practice of funding events based on public opinion?
 an adult citizen of the Republic of Uzbekistan, through the Open Budget portal, submits an application with a project aimed at solving urgent problems on the ground (construction of playgrounds, repair of internal roads, equipping social facilities, etc.);
 All submissions for national projects are reviewed by the Working Committee for compliance with prestigious criteria. The project should be aimed at solving collective problems, the probability of solving selfish interests (purchasing a car or housing, supporting business, etc.) and does not exceed 4,000 calculated values ​​(1 billion soums). All projects are subject to economic and expert-technical expertise.

 Projects that periodically repeat criteria and have passed economic expertise are submitted (exposed) to the Open Budget portal for public voting. During one qualifying cycle, each citizen has the right to vote 1 time for one project.
 Based on the voting results, the projects that received the maximum number of votes in each district are declared winners. Projects are selected based on the number of votes cast for them. Several projects in each district (city) can be announced as winners.
