Uzbekistan Participatory Budgeting Video 1 in Uzbek language.
Participatory budgeting process in Uzbek mahallas called the "The fund of citizen initiatives". 5% of local budgets are allocated to this project.
The selection of the projects is done by special committee. Committee consists of local government officials and local NGO members. The citizens of mahalla vote for this project to choose one they like.
When and how are projects selected?
The selection of projects of civil initiatives takes place, as a rule, 2 times a year - in February and July.
During the year, funds allocated to finance events formed on the basis of public opinion are accumulated on special accounts of the "Civil Initiatives Fund" opened at the respective khokimiyats of districts and cities. Spending these funds for other purposes, except for the implementation of projects of civil initiatives, is strictly prohibited.
The Civil Initiatives Fund accumulates the following sources:
1) 5 percent of the approved expenditures of the budgets of districts and cities;
2) at least 30 percent of additional funds from the budgets of districts and cities.
How to submit a project?
Local authorities - khokimiyats of districts and cities announce the launch of the next qualifying round and the deadlines set for receiving applications from citizens with proposals.
All adult citizens of the Republic of Uzbekistan have the right to put forward projects.
To apply, the project initiator must register on the Open Budget portal (openbudget.uz). After registering on the Open Budget portal, citizens can submit an application with their proposals. At the same time, each citizen has the right to nominate only one application with a project within each qualifying round.
How are projects selected?
To check the submitted applications with projects for compliance with the approved criteria, working commissions are created at khokimiyats.
The Working Committee consists of:
- employees of the khokimiyat of the corresponding district (city);
- people's deputies of districts (cities);
- representatives of the public council;
- Representatives of non-governmental non-profit organizations.
The composition of the Working Committee is formed in such a way as to ensure an objective and open process for checking submitted projects for compliance with the approved criteria.
Along with this, the services of the khokimiyat carry out economic and technical expertise of projects.
All projects put forward by citizens that have passed verification, as well as economic and technical expertise, go to the next stage - they are posted on the Open Budget portal for public voting.
At this stage, citizens independently determine the project, which, in their opinion, should be implemented and vote for it. Each citizen has the right to vote for only one project within each qualifying round.
