When drawing up a budget, planned revenues must exceed or equal expenses. This is the principle of a balanced budget.

In the process of budget execution, if the revenues of the State budget of the Republic of Uzbekistan exceed its expenditures, then there is a budget surplus.
If the state budget revenues are less than its expenditures, then a budget deficit is formed.
The current budget system of Uzbekistan does not allow a deficit of local budgets. When forming the State budget, local budgets cannot be planned with a deficit.
In the event of a deficit in the State Budget of the Republic of Uzbekistan, there are several ways to reduce it:
- Budgetary funds can be reallocated from one category of expenditure to another to reduce the budget deficit. For example, planned spending in one area, such as culture, may be reduced to cover additional health care costs.
- if, following the results of budget execution for six months, revenues turn out to be less than predicted, then expenses can be reduced by up to three percent by decision of the Cabinet of Ministers on the basis of proposals from the Ministry of Finance. If more significant cost reductions are needed, the approval of the chambers of the Oliy Majlis is required.

The state has the following tools to cover the deficit:
- the state can use previously accumulated monetary reserves to cover the deficit.
-the state can borrow funds in the domestic market from the population.
- the state can borrow funds from foreign states and international organizations.
