Chocolate Chips Muffins

Ingredients
2 1/2 cups All purpose flour
1 Tbsp Baking powder
1/2 tsp Baking soda
1/2 cup White sugar
1/2 cup Brown sugar
1/2 cup Salted butter, melted
2 Large eggs
3 tsp Vanilla extract
1 cup Evaporated milk
1 Tbsp Vinegar
1 1/2 Chocolate chips, Semisweet

Bake in a preheated oven at 375°F for 20 to 25 minutes or until golden brown.
