This video from The Honest Carpenter will demonstrate a simple, affordable tool combo for this--the rotary hammer drill + Bosch Viper chisel bit!

Rotary hammer drills differ from regular hammer drills because they have a "hammer only" function. This lets them tap the bit forward without turning.

This allows you to use flat hammer drill chisel bits for notching, scraping and gouging concrete, masonry, brick and even stone!
