Maharashtra’s Climate Resilience Model 🌱🏗️ | #beattheheat | UPSC
What if India experiences over 150 days a year with temperatures crossing 35°C? That’s the serious warning highlighted by the United Nations Environment Programme Climate Division. Heat is not just uncomfortable — it’s often called the “silent killer,” causing more deaths globally than floods, storms, or earthquakes.
Amid rising climate risks, Maharashtra has taken a bold step. Thirty of its cities have joined the global Beat the Heat initiative — a flagship programme under the COP30 Presidency and the UNEP-led Cool Coalition. Out of India’s 44 participating cities, 30 are from Maharashtra alone, signaling an aggressive climate response.
Major urban centres like Mumbai, Pune, Nagpur, Nashik, Thane, and Navi Mumbai are part of this movement. Official data shows 15 districts facing acute or severe heat stress, and 10 districts under extreme heat stress conditions.
The Urban Heat Island effect makes things worse — concrete infrastructure, traffic congestion, and shrinking green cover trap heat, pushing city temperatures even higher.
So how will this initiative work?
The state is building a coordinated cooling action framework involving Forest, Environment, Rural Development, and Municipal departments. The focus areas include urban greening, heat-resilient building designs, eco-friendly construction materials, and energy-efficient cooling systems. Cooling is no longer a luxury — it’s a necessity, especially when nearly 20% of global electricity consumption goes into cooling and 70% of the global workforce faces dangerous heat exposure.
Geographically, India’s tropical latitude, coastal humidity, rapid urbanisation, and land surface changes intensify the heat index. If global warming reaches 2.6–2.8°C, extreme heat days across parts of the Indian subcontinent could rise dramatically.
Maharashtra’s initiative is not just a local policy — it could become a model for urban climate adaptation in developing economies.
