A brief standoff developed in the western German city of Cologne on Friday with police separating German and English football fans taunting each other.
Germany had just won their Group A match in Berlin against Ecuador 3-0.
England are due to play Sweden in Cologne at 1900GMT.
The two teams, and their fans, may have to face each other properly in the last 16 if Sweden wins tonight, as the Group B runners up will play Germany in Munich on Saturday.
Authorities have expressed concerns over football hooligans from both countries.
Several German fans and a group of 100 to 200 England fans had started to taunt each other by singing songs.
Police moved through the street to divide them, part of a strategy that was used before in Nuremberg and Frankfurt in a bid to quell any problems before they got worse.
Early Tuesday morning, 13 England fans were arrested in Cologne after skirmishing with officers or fighting with each other, police said.
Sixteen officers were injured, but none seriously.
