Breaking News: Is the High Potential visa route racist?

Is the High Potential visa racist - or is it just a publicity stunt by Priti Patel.
The reason for this video which follows on from yesterday's is that while the HO have announced a new visa route some research has discovered that out of the 37 Universities - 24 are from North America and none from Africa, India, Pakistan, Bangladesh or South America.
Are there really no clever people in Africa or South America?
And are there really no clever and talented people from India / Pakistan?
On examination this route seem only open to the privleged few and does not go towards enabling the Brightest and Best to come to the UK.
