Recently, the Cellular Operators Association of India (COAI), which represents major telecom companies, made a proposal related to tracking user location as part of efforts to curb fraud and improve security in digital services.

COAI suggested that telecom operators should be allowed to use location-based verification in a limited and controlled manner. The idea is to help prevent financial fraud, fake accounts, and misuse of digital services by verifying whether a user’s location matches their declared or expected location during sensitive activities such as banking transactions or SIM-based authentication.

According to the proposal, this tracking would not mean continuous surveillance. Instead, it would be event-based and consent-driven, used only when necessary, such as during high-risk transactions. COAI has said that user privacy should be protected and that any location access must follow existing data protection and legal frameworks.

The telecom body has also argued that many over-the-top platforms and digital apps already use location data, while telecom operators face stricter limits. COAI believes giving telcos similar, clearly defined permissions would create a more level playing field and strengthen national cybersecurity and fraud prevention systems.

The proposal has sparked debate, with privacy advocates urging caution and clear safeguards to prevent misuse. Government authorities are reviewing the suggestion, and no final decision has been announced yet.
