Assessing Museveni’s foreign policy since 1986

The national army has, in the 40-years of President Museveni’s reign, been central in his governance. The influence the army wields domestically is replicated across the region. Here they have conducted missions in the Democratic Republic of Congo, South Sudan, Somalia, and the Central African Republic. Ambassador James Mugume, a retired career diplomat, who experienced it all, having served for 43-years in the diplomatic corridors, tells Jackson Onyango that defence and security are by far Museveni’s greatest foreign interests. He holds that security crucially paved the way for the realisation of secondary interests.
