Board of Elections approve mail in ballots 5 26 2022
Lebanon PA, 5.26.2022: Continuing at 9:55am, commissioner Litz state she did not leave the room at anytime. Therefore ballots were attended at all times.
Ed Lynch mentioned that a Republican in Mount Gretna was the only Republican to vote by mail-in ballot, and everyone knew how he voted. It was unknown how to or if this procedure can be altered.
Addressing undated mail-in ballots under a voter signature, Sean stated that some ballots came in without secrecy envelopes, and cannot be counted. Ten ballots are left, and they will be run as a separate election through the tabulators. The Department of State recommended counting these ballots, which will be kept segregated and stored in the vault. Kuhn made a motion to accept this report to count the ten ballots, seconded by Litz. The motion passed 2 to 1 with commissioner Phillips voting Nae.
Secrecy Envelopes: Sean recommended rejecting two signed envelopes, and counting another ballot not identifying the voter. It said the ballot got rained on. Commissioner Phillips pointed out that a military ballot was already counted.
Sean asked commissioner Kuhn to recreate the military ballots on official ballots that would scan in our machines. Commissioner Litz read the name out loud on the military ballot, and commissioner Phillips pointed to the vote on the recreated ballots.
Sean compared Lebanon County to other counties. Franklin, another fifth class county, had nine, but Philadelphia was very high. Overall, Lebanon was average.
It’s all very hard to follow when State law says this, and the Department of State says do that. In seven days we should have solid direction. We all have deadlines to meet.
At 9:29am commissioner Phillips asked for a motion to close the meeting so he could talk to Attorney Amthom, which commissioner Kuhn provided, but there was no second. Phillips hammered the gavel and proceeded to ask about the mail-man carrying in ballots late—would anyone challenge that? He said he was stopping because commissioner Litz was taping. She explained that this is a public meeting room. (Only Executive Sessions are not open to the public.)
