In part 2 of the video discussion on Presidential elections in India, Dr. Divyakiriti explains the method of counting of value of votes of MPs and MLAs (Article 55 of Indian constitution). वोट डालने वाले सांसदों और विधायकों के मतों की प्रमुखता भी अलग-अलग होती है। इसे ‘वेटेज़’ भी कहा जाता है। दो राज्यों के विधायकों के वोटों का ‘वेटेज़’ भी अलग-अलग होता है। यह ‘वेटेज़’ राज्य की जनसंख्या के आधार पर तय किया जाता है और यह ‘वेटेज़’ जिस तरह तय किया जाता है, उसे आनुपातिक प्रतिनिधित्व व्यवस्था कहते हैं।

Population Calculation in value of votes—In this context (mathematical formula for calculation of value of votes), the video goes in details of the concern of South Indian states who said that they were more successful in controlling population compared to North Indian states (such as Bihar, UP). Indira Gandhi in the 42nd Amendment to the Constitution (1976) added to article 55, that until the census after year 2000, the value of votes will be calculated as per the 1971 population data for various states. Atal Bihari Vajpayee government brought the 84th amedmentment (2001) as per which 2000 was replaced with 2026. So total population of state in 1971 is still reckoned for calculation of value of votes. Concepts like these are very useful for UPSC civil services Prelims and mains examination, GS and political science optional paper.

From the 21st minute, the video goes in details of the voting system (preferential voting) giving example of four candidates (A, B, C, D) and with the analogy of choosing a marriage partner. Dr. Vikas Divyakirit, explainining the concept in this GS Hindi lecture, recalls the last Presidential elections (in which PA Sangma fought against Pranav Mukherjee) and the then popular news that Mulayam Singh’s vote was rejected. Why did this happen as the voting is a secret one (gupt matdaan). It so happened that Mulayam Singh filled PA Sangma at no. 1 (and not his choice, Pranav) and he tore the ballot paper and asked for a new one. BJP had opposed it saying that one voter got two votes! And it was decided that Yadav’s vote will be void and the first vote was not accepted as it was not a secret as required. Such interesting stories illuminate the discussion from time to time. Towards the end, Dr. Vikas Divyakirti explains the role of Opposition in this election as it pressures the ruling party to bring a competent candidate (lest there is a fear that there will be a cross voting in this secret polling).
