President’s Approval Mandatory for District Re-Division..

The re-division of districts requires the mandatory approval of the President of India. Without such approval, newly created districts will be recognized only for revenue purposes and will not be eligible for government recruitment, employee promotions, transfers, or administrative holidays. Senior IAS officers have clarified that unless the Presidential Order is amended, key administrative processes will remain stalled.

If the Central Government supports the proposal, approvals may be granted swiftly. Otherwise, the process may remain pending for several months. During the BRS regime, the first phase of district reorganization that created 31 districts took nearly one and a half years for Presidential clearance, while the subsequent formation of two districts in 2020 received approval within a month.

Zonal and Multi-Zonal Constraints...

At present, the state’s 33 districts fall under seven zones, as defined by Presidential Orders that divide the state into two multi-zones. Any re-division must remain within these zonal and multi-zonal boundaries. If new districts are created beyond these limits, an amendment to the Presidential Order is mandatory. This requires the state government to forward a proposal to the President through the Union Home Ministry. Retired IAS officers caution that unless approval is granted promptly, the file could remain pending for months.

Impact on Recruitment, Promotions, and Transfers...

If district re-division proceeds without Presidential approval, recruitment, employee transfers, and promotions cannot be implemented effectively. The process of regularizing administrative structures after re-division may take at least six months. While some officials argue that vacancy filling can continue in the interim, others believe recruitment may be delayed due to administrative uncertainty.

Employees previously affected by district reorganization under the VRS regime continue to express concern. The earlier division caused significant hardships, prompting the government to form a cabinet sub-committee and provide special postings to affected staff. A fresh re-division would again require redistribution of employees, raising questions about postings, native district allocations, and service conditions.

Census and Delimitation Considerations..

The Central Government has directed that boundaries of districts, mandals, and villages should not be altered until the completion of the census. Officials indicate that re-division during this period would be administratively difficult. While public consultations may continue, implementation is expected only after the census concludes.

Further, impending delimitation of Assembly and Lok Sabha constituencies may also impact the process. Authorities caution that re-division prior to delimitation could result in legislative constituencies spanning multiple districts, creating administrative and electoral complications.
