Tamiya TBLE 02S problem

Asking for help or ideas about this Tamiya TBLE-02S esc...
Its used, switch was cut off but all in all, it's new be it a few years old..

THIS HAS NEVER WORKED....... As far as I know

It acts like it's not plugged into the/a receiver... Try it with one of your, see if all it does is blink green fast and beep fast (lift wheels off the surface first)...

I don't need to use it but it always nice to have a spare..

Any help, ideas or clue what's going on... Please leave a comment... Maybe someone else had/has this problem....
