Marine veteran on paying money for civilian injuries and deaths in Iraq and Afghanistan

During Marine veteran Scott Spaulding's four deployments to Iraq and Afghanistan, his job was to pay civilians who'd been injured, and to pay their families when they were killed.

Scott also tells the story of how he was involved in an escalation of force incident with a tragic outcome, and how paying the money assuaged his guilt, at least initially.
