111 Panchayats Revive 89 KM River 🌊🌿 Grassroots Power | UPSC
🌊 Grassroots Governance Revives the Tamsa River
In a powerful example of decentralised governance, 111 gram panchayats in Uttar Pradesh came together to restore 89 kilometres of the Tamsa River — a river that was slowly losing its ecological strength.
Flowing through Ambedkar Nagar, Ayodhya, and Azamgarh before merging with the Ganga River, the Tamsa had become shallow due to excessive silt, choked with plastic waste, and narrowed by encroachments. Its declining health reflected the broader challenges of water governance in India.
In February 2026, under the Namami Gange Programme, local panchayats coordinated a large-scale revival mission. Across the 89-kilometre stretch, shallow sections were desilted, plastic and solid waste removed, illegal encroachments cleared, and waste management practices strengthened with dustbins and segregation systems. Fruit-bearing trees were planted along riverbanks to stabilise soil and promote biodiversity.
The initiative was reinforced through convergence with the Mahatma Gandhi National Rural Employment Guarantee Act, ensuring structured labour support and sustained implementation.
The results were visible. Water began flowing more freely, quality improved, and biodiversity showed signs of recovery. Agricultural fields nearby benefited from better irrigation and enhanced soil fertility. Religious ghats became cleaner and more organised.
Most importantly, the revival transformed the river into a shared community responsibility rather than just another government project.
This case is a strong example for essays and answers on decentralisation, Panchayati Raj, community participation, sustainable development, behavioural change, and participatory water governance.
Sometimes, real environmental change begins at the village level — not in policy documents, but on the ground. 🌿💧
