Callout to Old Sneelocks Workshop for Help Identifying a Tool

I have a machine that is unfamiliar to myself. It came to me through the son of a very good old friend who unfortunately passed away last year. So I am enlisting the help of another youTuber...Old Sneelock's Workshop... to lend his help in identifying this particular item. I've done no research on it yet though I KNOW its out there somewhere in youTubeland with tons of information available. But feeling the typical lazy streak, I am opting first to rely on free help from a friend to allay my ignorance on said component.

That being said...I am tossing myself into the firepit of the youTube gods to plead for mercy in this endeavor. I know...I know...by the time I type all this hoopla, a google search would probably have already provided the answer to my dilemma. But what's the fun in that !!??

If anyone else knows what it is and would be kind enough to share said information, I would be inclined to thank you profusely for counsel as well as consider sending a fruit basket at Christmas, Hanukkah, Kwanzaa or holiday of your choosing. Please notice the word 'consider' in that statement. That's the official disclaimer telling you it probably ain't gonna happen.....(-: But thank you in advance anyway.
