What Is This Tool? (Polishing Mirror)

I find this tool (toggle clip) from a flea market, first time I have no idea about what this tool use for, even the seller has no information, so ...you welcome to google world! It turns out that this tool used in the Wet Toggling process, which is one of the drying procedures to produce smooth leather without any shrinkage, this tool comes here to keep the leather hides in an extended way (approximately 75 clips per hide) on a special perforated frame consists of two separate sections that can be moved sideways, into a heating hall operators slide frames and leather to drying over.

This is just a little abbreviation, I hope that you get new information from that.
